Hey everyone, before I start off I would like to say that I'm not writing these in regards of any situation that occurred to me recently, it's more just my opinion on things that could be changed to make this great place even better. These are just my suggestions with some possible solution. I appreciate feedback from all of you and want to know your opinion.

Initiations and RP
One of my main issues are initiations and quality of rebel roleplay in general. Most of the people (not saying everyone!) tend to do just what they have to do not to get banned for their conduct. Initiations like put your hands up are daily thing for in civil and police life and I'm sure it's no diffirent for rebels. People just come up to you, without roleplaying their intentions, making any RP story or giving you any chance to talk to them, just shout out Hands up or DIE and then rob you of your gear and money. Gear and money you worked for, put effort and time in getting them, people shouldn't be able to just come and take it without any effort. This is what makes people leave and never come back

Quality roleplay in general is decreasing, it's an issue within every faction regardless of it's an officer or a rebel. Put more effort, and you might be surprised how good time you can have.

Newcomers warning point system
Lot of new players get often banned for not understanding or not following rules. It's understandable from point of staff team, we have rules in place for a reason, however I believe that when deciding whether to ban a player, there should be taken more things into consideration. I believe a bit softer attitude towards new players would be good, as if they get some sort of guidance they might stay here and become good member of our community one day. I doubt that players who get banned first week often appeal and come back.

Solution would be 7 days period, covering first few days on the server, which would allow him to receive warning point after admin discusses what rule he broke with him. Just to clarify, I'm talking rules like NLR, Stealing in greenzone, not major offences such as VDM spree. After receiving 2 warning points player would be banned until appealed.

4 hours cooldown for reports
Speaking of bans, I believe that many of us get sometimes upset for what someone done, poor initiation, possible RDM, and first thing there is in mind is to go to the forums and write PCC or a Player report. I've read many of them, followed them through and I've seen many good people getting banned for conduct which may not be 100% in line with rules, but the player probably wouldn't get banned if not reported. I believe that people sometimes need to calm down and maybe put a bit more effort to contact player that caused them some grief.

Solution? 4 hour report cooldown, starting at the moment when in game situation in finished, to give players more chance to resolve issues internally and possibly decreasing amount of reports.

Police taser
Every rebel knows how it is to have a cop running behind you shooting his taser pistol like crazy! "Stop or you will be tased!". Taser is a great thing, reducing amount of times when police needs use their weapons and giving them ability to apprehend suspects alive. Let's be honest, 30 round mag in taser gun is a bit OP. Real life taser won't ever shoot this many on same rate as ROOK does.

Solution? Reload cooldown. After 2 rounds, 10 seconds cooldown. It will give rebel higher chance to escape, and might force some officers (like me) to improve their aim. It's either do or don't.

Breaking RP to explain basic mechanics 
Back to new players, my feeling is that it's a very hostile environment for new players as they get easily banned for not knowing game mechanics, commands and such. Let's be honest, how many notes do you pass them every single day? I've personally spent 20 minutes with one guy trying to explain him where the note is, resulting in my total mental breakdown, as I was trying to explain him basic rules in roleplay. I believe that ability to temporarily break RP to explain certain commands, or what a note is, would be great and make it easier for everyone. Example, new player is getting robbed, he's asked to put his hands up. Shift your joints doesn't always work. And there is no time for let me pass you a note.

This is just few things I wanted to point out, I'm looking forward your opinions

The consequences of being a robber if caught is to small imo. That would deter a lot of people of "just robbing for robbing's sake". Now I can try robbing and 7/10 times it works, when it doesn't, you get shot by the guy(s) you tried to rob. Restart, new gun and go again. More action and the same money as doing runs, no wonder why it's the "go to thing" 

My biggest issue regarding robberies are more that the robbers often (again, not all players ofc) get furious angry and start reporting and fighting, complaining in chat because maybe, maybe he found some rule if we really really want it to be that makes the robbers "right". All though, the guy had been playing for one hour trying to make 400K, ofc he will try hard not to get robbed, and yes, maybe he will in his stressed out moment forgot to say "oh btw, the friends I mentioned, yes, they are armed and they are thinking of maybe stopping this robbery" (as was the case in a report I read without me judging THAT particular report in any ways...)

If you are a robber in real life as well, don't expect people not to resist. Ie, I think there should be no law refusing me to help out a fellow citizen without him even knowing, I see someone get robbed, I should be able to shoot the robber without questions or initiations. I wouldn't walk over to an armed robber outside a gunstore asking him "please stop robbing, OR..." IRL, I would have shot him in the legs and called the cops :p So what do I do when I have a big rifle and a gun, and I see some poor hobo being robbed by two other hobos with rooks, I drive the other way... My truck is full of copper, and I might loose it all by saying two words wrong in my "dealings" with armed men(?)

In this way, people can hire bodyguards, and robbing will be a very risky game. As it should be. Robbing should be something done by a team of players to have good chance of success, or risk it alone.
