Both within your budget.
For CPU I personally recommend you go Intel if you can afford it and get something for the current line up. the 4790k above (which i have myself) is good, but it's now 3 generations out of date. the 2700k is one of the best intels made, but i wouldnt recommend you buy that. Go for current gen. If you dont have the wallet to stomach an Intel CPU, AMD are getting some good press on their new Ryzen CPUs, but i dont know the in's and outs of them so you will need to research for yourself.
GPU: I recommend nVidia because with your shiney new Intel and an NV card in your steam profile, people will know for sure that you are an elite pvper and and mlg headshot pro. Buy the best GPU you can afford. Use sites like CPUBOSS and GPUBOSS to compare cards and CPUs from different lineups and manufacturers. If getting an nvidia card, dont go below the 9xx series, and idealls try not to go below the higher end of the 1060. at 3gb and below, you may find some games start to run out of ideas on where to store their textures.
RAM: Unless you want flashy RGB or memory with cool heatsinks, this (generally speaking) almost doesnt matter so long as it's the right DDR spec for your mobo. Current spec is DDR4.
Mobo: Again as above, so long as it has the correct socket for your CPU you can buy this basically based on features and colours you like. If you're going for intel and you want overclockability (6600k, 6700k, 7600k, 7700k etc) you will need one with a Z SERIES chipset.
Heatsink: Coolermaster 212 evo if you want something aftermarket. It's very cheap and very good. IF you want to spend a bit more on an air cooler then BeQuiet or Noctua are my go-tos.
Case: Literally personal preference. I like corsair and NZXT cases.
Monitor: As above. I'd reccommend no smaller than 24" for 1080p and no smaller than 27" for 1440p.
Misc Peripherals: Whatever you like the look of. Corsair or Logitech are my 2 favourites and both are renowned for amazing customer service, even when parts are out of warranty.
You could also save yourself a lot of hassle and heartache and go pre-built with a lovely warranty on the whole unit. Check out Scan.co.uk's 3XS for some beats of systems.
