Neo does not hit top speed that stats say it does

the neo says it has a top speed of 145 fully upgraded but it maxes out at 125 unless going over bumps

To be completely honest with you I dont think those stats are accurate, none of my vehicles ever reach the speed stated in the stats, some are slower some are even faster.
