if it was only an attempt before you caught them, would this still apply? the reason im asking i had a quillin i parked before 12pm restart then i went for a bathroom break i came back and it was gone. which i thought alright it mustve despawned. i heard a lot of gunshots come from the motor store so i went off in that direction only to get a notification before i reached the church telling me my reported stolen quillin had been scrapped. anyway after restart i decided to just get a new quillin which i parked in the same spot as before. anyhoo someone came up and tryed lockpicking it but i was only in the pub in kavala across the road. so i heard it and ran out the guy stopped and ran off laughing as he went. thanks for reading.

Basically you need enough evidence about the rule break who did it and so on.

(Feel free to correct me if I'm wrong) But yes lockpicking isn't allowed even if you don't succed if it is in the greenzone.

even aptemting to lockpick a vehicle in GZ is not allowed. We always speak to the people when they try. ofcourse for a report you need to have the evidence the person  stole it fron the GZ

so, if i try getting this guy to talk to me (i dont have a gang room), would i then just take him into say the glasgow room and then what do i do? i cant ask him for comp as i have no proof they might've took the quillin the first time but i do have proof of someone trying to lockpick my new quillin that i got after restart? sorry for being so inquisitive guy's just want to learn how to deal with these kind of situations in the future never had to report someone on my own thankfully.
