Only "gang" buildings have multi-ownership, they cost £10m each and upgrades cost about £80m in total.
You can buy the cargo towers, barracks and factory buildings.

Talking about the option in your property menu saying "Multiownership". It is checked as No even on gang bases so I dont think its that tbh
