Modpack&Launcher

Hello everyone. I was just wondering if the mod pack and the launcher affects the fps or the game performance. Because currently i am having a really decreased fps and lots of desync and if i download the launcher and the modpack and if it makes the performance decrease even more i wouldnt be downloading it.
