So Just now I had someone saying that ur not allowed to use someone elses name, is that true? Do u break a rule by doing that? For example like if my name is Ghaleb and I see a cop infront of me and his name is Train, can I use his name instead or not? 

 
Hey mate, yes using someone’s name tag in roleplay is considered meta gaming. 

I’m gonna quote the specific rule for you.

(4.2) Name Tags - You are not allowed to identify players in game via nametags or keychains. Police, NHS and UNMC ranks (only ranks!) are fine, as they “wear clothing with the rank on” unless they are undercover. (Not in their uniform or masked.) (Punishment is a kick/ban)

I would recommend going through the rules thoroughly ONCE more :)

But I am not identifying anyone tho, Im just using their name, the cop asked me for my name and instead of giving him my name I used his name as my own name, how is that meta gaming?

How did you get the cops name? By looking above his head. So you are using the name above his head which is metagaming. Just tell them a fake name or the name of a friend that's not wanted.

But this rule says its okay to call a cop by his name even tho I dont know him. 

 
I still identify other Police as their name because in RP I have been in the Police for a long time so I know everyone. Sorted xD

As you don´t know his name if he doesnt tell you. Thats metagaming.

You're still using his name to change whatever you're doing in-game, when he hasn't given you that information - just make sure you don't change your actions because of something that your character doesn't actually know

You can call them by their rank as their uniform will have their rank on it but you can't call them by their name unless they give it to you.

 
If you wanna make it nice, easy and clear just go to settings and disable game tags for you. I’m sure there could be a long conversation about when you can and when you can’t, but the bottom line is that you are only to use information gathered via Roleplay. If you see his name or gang tag and you in any way use it or mention it it’s metagaming.

use common sence, if a random officer walked up to you how would you know his name?

ifcours you could ask him for his badge at that situation and he will show you with his name and badge number on it.

basicly metagame rule = dont use any information that you havn't got through roleplay. exception can be made. but if i were you i would read through the rules to avoid trouble.

I think u missunderstood the question or maybe I wasnt clear on what I meant. however I'll try to clarify it for u. I didnt say Im gonna call him by name, I asked if I can use his name as my own name, so when he asks me about my name I say his name and pretend we have the same name, anyway, I now know that I am not allowed to do that so yeah...thank you for your help anyway :)

I will change my awnser then you don't know his name until he has told you or shown you. Just like in real life
