I'll pretty much throw my cards down and say that GTA 5 will be moddable, it's already being modded on XBOX 360/ONE through the exact same methods as the PC version is (trust me, the feature to mod the XBOX version is even built into the PC version now), and the XBOX 360 version of GTA 4 was being heavily modded towards the end of it's life.
