As I see on map it says no killing or robbing in green zone, I spoke with this guy and I asked him if he even cared for the rules and his response was "... nope". So I think this is clear cut .

Went to get a vehicle out the garage and this guy runs me over, then shoots me in the face while at the green zone.
 
Have you tried to resolve with the player before posting?:
Yes, he even said he doesn't care for the rules.
