Edit to save any confusion: This is not a 'legalise weed' poll, that's silly. This is for decriminalisation of <5 units for personal use only.

Today is a shameful day indeed.

At approximately 1500 hours today, myself - DainMK, King of Apples, and Leader of Law Abiding Citizens, was taken into custody under a number of charges. Principally for Possession of Marijuana and accompanied charges of Harbouring a fugitive and Improper use of aviation (these two were false charges that were later dropped and pending investigation of origin).

Now of course, being a Law Abiding Citizen I fully support the laws of Altis, and respect the law enforcement personnel that carry out justice in this dangerous land. That is however, excluding one - Possession of Marijuana for personal use

At the time of arrest I was in possession of 4 units of Marijuana. The bounty I received for this small amount of pot - £150,000. I could kill a man for £50,000 bounty, but smoking a plant grown naturally in the dirt gets me £150,000.. 

There have been numerous protests, riots, and lobby groups in the past pushing to get marijuana legalised, and although I would love to see all cannabis use decriminalised, I know that this is unrealistic. All I am asking for is that possession of 5 units or less for personal use be officially changed to legal status. Evidence suggesting otherwise (e.g. use of drug dealers) of course should still warrant arrest, but to make a man a criminal for enjoying a non-harmful substance after a long days Apple picking - it just makes me sick.

This is the year 2035 for heavens sake, I can carry a pistol but not a plant??

Please, I would like opinions on this, especially from Admins (as it's apparently their decision), and of course from the higher ups in the police, as their men are the ones made to enforce this law.

I think it should stay illegal but usually we tend to apply some common sense where fines are concerned. That was quite large lol

 
Just don't claim to have glaucoma around Friendly his "rubber bullets" are quite the cure  :D   :D

 
In defence of the arresting officer I brought the fine down to £75,000, then down again to £45,000. But for something that I was not profiting from or harming anyone with I still think it somewhat absurd. Considering I have previously been offered a contract with the NHS to supply medical marijuana, and indeed this medicine is provided to certain patients, I find it incongruous that said patients could then be fined £150,000.

 
Voted no. Reason behind it is, it's a uk server! UK laws. Marijuana is illegal in the UK in real life and it should be on the server.

 
i swear i read somewhere that posession of amounts below 10 units were a caution? anyone know where i read this?

 
So far its been a very close vote. Pretty much 50/50 for most of it.

So lets break the argument down shall we?

Robert - Thank you for being the only 'No' voter to explain your reasoning, a vote is one thing but an explanation is appreciated even more, even if I disagree.

My first counter-argument would be that UK law currently stands that: (Sources here and here)

If an adult is caught in possession of cannabis:
 ​
1) for the first time - they will be issued with a cannabis warning.
2) for the second time - They will be issued with a Penalty Notice for Disorder (PND) for cannabis possession.
3) for the third time - police officers will consider further action.
4) any additional times - According to government statements ‘all subsequent offences are likely to result in arrest’.

public are dealt with in a way that is fair and proportionate with regards
the seriousness, and circumstances, of the offence.

My second counter-argument is that Altis does not follow UK law, it is only based on it. Current UK law stands that "Only muzzle-loading pistols are permitted. All other pistols are prohibited on the UK mainland, with some exceptions such as pistols used for the humane dispatch of injured animals and some historical firearms".
 
I'm sure I could also do some research and find a plethora of other current UK laws that do not seem to apply to Altis, however I think my point has already been made.
 
Third counter-argument - It's the year 2035. 20 years ago when the USA was at the height of their war on drugs, they would never have dreamed of ending up where they are now. Alaska, Colorado, Oregon and Washington have all legalised possession of this plant for personal use, with many other states deeming it 'decriminalised' (similar to Hollands laws).
 
I fully expect in the next 20 years the UK will adopt these laws also. The Advisory Council for the Misuse of Drugs (and the newly formed ISCD) is forever publishing papers to the government objecting to current legislation, and suggesting a reversal of UK policy. Public opinion is in favour, and police polls also show discontent with the law they must enforce.
 
Here is a short list of other reasons why citizens should not be made into criminals for choosing to enjoy a reefer every now and then..
 
It is not causing any harm to other individuals, or society as a whole in itself
It wastes police time
It supports the black-market trade
It makes it more likely citizens will get mixed up in other illegal business
Decriminalisation does not increase use
 
I still fail to see why a gentleman carrying 4 units of bud must be deemed a criminal, and extreme cases may risk a £150,000 fine or endure the maximum jail term of 15 minutes - the same level as mass cop-killers. The only reason I can come up with is that the malicious lies and propaganda spread by numerous governments has created a misinformed and ignorant populace. 
 
As always, I welcome constructive criticism, and still really wish to hear from the naysayers as to why what I'm suggesting is wrong.


 
With DainMK on this one. Police should be trained to give cautions with those who are clearly carrying a low amount for personal use and obviously bring down the law on suppliers (hello kitty box truck of Mary Jane is clearly not for a user.. no matter how addicted they are). I think that this should be trialed and see how it changes RP on the server. If it gives the cops too much of a headache we can always change back.

Isn't it also illegal in the UK to carry a loaded pistol everywhere?

With or without a license, it is illegal to walk into a bank with a loaded gun no?

Casino?

Hospital?

Government Property (DVLA for example)?

 
I voted to keep it illegal, however I do feel as though small amounts (quantities between 1-12 for example could be declared for personal use and should only be given a warning for.

 
I'm gonna use my police knowledge here and whatnot to actually be of some use.

If a Police Officer in the UK finds a person with an amount of a low class drug on them, which reasonably could be considered for personal use (which depends on packaging and volume) then he/she has various options.

  • Seize it and issue a warning, this is very common when small amounts of weed are found in a car on a traffic stop. Usually the car will smell like weed (trust me the shit's potent) and they'll have a rummage around. No point pressing charges because it's not in the public interest to waste tax payers money on, and issuing a fine isn't going to deter them from doing it again.
  • Issue a £90 fine (Weed only) Really just to try and deter inconsiderate users, for example someone's just being an arsehole and lighting up in public or is affecting someone around them (such as somebody lighting up near a child)
  • Press Charges. If an Officer really wants to, they can press charges on the person. Legally, up to 5 years in prison and an unlimited fine is what you'll face for weed. However, this would only be used in a situation where it is a repeat offender who's pretty much just an arsehole.

Just to clarify this whole vote is with regards to small units for personal use only (5 units or less).

I support decriminalised marijuana in real life, but in game it would ruin the dynamics.

Again we'll state it's based off uk law...

The £150,000 fine was not allowed by default as the max we can ticket for is £100k

5units or less, personal use IMO... however if being caught with 5 again within say 15 minutes will be treated as suspicious.

Yesterdays 50/50 split has now turned into a majority vote in favour of more relaxed laws regarding possession. I sincerely hope the voice of the people is taken into consideration when implementing the new Misuse of Drugs Act 1971 (amended for 2035). Having a plant in my pocket is not a crime! 

I would settle for a 3 strike system, as is the case currently in the UK, but urge the politicians to consider a much more appropriate complete decriminalisation for <5 units, or even <3 units. Don't make Law Abiding Citizens into Law Abiding Criminals, who knows where that could lead.

It all makes sense now, you drive around in a truck full of apples because you are high all the time so you permanently have the munchies.
