How could i become part of the management team? and/or part of the Dev team, i have extensive history in IT. Please see attached document

I just deleted the attached document, for several safety reasons for yourself. To become part of the management team, I am pretty sure you have to become trusted. 
By either getting into the staff team, or by passing by in the dev team. so far i know it is very very rare to get a spot into the management team. But i am pretty sure if someone of management team wants something to add, They will respond here.

Thanks for your interest, but we are not looking to add new members of management at this time.

In order to avoid getting your or anyone else's hopes up unnecessarily, it's maybe worth pointing out that like every other role in this community, 'management' is an entirely volunteer role with no financial remuneration.

On the very rare occasions we want to extend the management team, we tend to directly approach longstanding members of the community whom we already trust and believe may be suitable, and who have already demonstrated many years of service to the community. We have never actively invited applications from the community at large, and to be totally honest, we're very unlikely to ever do that.

That said, thanks for reaching out, and we hope you'll continue to participate and enjoy the community; there are still many other things you can do to help and assist, if you're keen to muck in.
