The armed response unit from police can have them aswell as DMU unit from UNMC.

Most I've got are from killing a police sniper rifle in situations gone wrong.

You can obtain it from UNMC / AR Police unit, Or purchase it on the forums... (the normal price is 300K-400K, Depends on seller.)

If you are lucky enough when you break into people's houses you might find a secret stash so there are a few ways in which you could obtain one.
