Lockpicking in bluezone

So Hello, Basically I want to know if its against the rules to lockpick someone out of Restraints in a blue zone. Know i know that you shoudnt lockpick vehicles from bluezones but i wasnt sure if i could lockpick "someone" out, so i decided not to do it. I just want to make sure before i act.

The rule states that "(6.2.3) You must not lockpick or steal a vehicle from the blue zone." This only counts towards vehicles. If a police officer wanders off carelessly leaving a prisoner alone you are free to lockpick them out of their handcuffs.

I did not know that... 

The amount of times i had to wait for him to be brought out of the greenzone just to lockpick him out... im angry now XD

Another one regarding the is if police take your gun off of you & put it in their car, you can go into it and take it back as that is not stealing xD
