Launcher crash, any idea?

I've downloaded the new launcher v1.3 but every time I launch it I get a .NET error stating the below, any idea what is wrong? I'm on Win 8.1.

Try updating .net

if that doesn't work I'll guess we'll have to see what Ciaran says

 
I tried updating after I saw it the first time but it said I already had the latest version, unfortunately this didn't work :(

 
Extract the Launcher first before you open it.
As far as i can see it's trying to open in a temporary folder.

 
Have you also extracted the two dynamic link libraries from the zip download file? For some reason it looks like the load parameter has not been passed an instance of an object as the parameter requires, if anyone else with an 8.1 system could test the app and see if the error occurs it would be excellent.

Edit: I see that you still have it running from inside a temp folder, so you may need to extract it to a non temp folder somewhere on your hard drive before running, as your ZIP application may be interfering.

Confirmed working on Windows 8.1 x64.
Is the modpack actually working atm? (launcher works fine)

I know this thread is old but please please help I have exactly the same issue he did and I am on windows 10, I have moved the files all into their own folder and it comes up with this error dialogue box:
