Just need to know

No however they wont stay in your chopper and end up back in the jail.... that's the way the anti chopper script works.

If you want to break someone out of prison go to the front of the jail and break them out (i think bolt-cutters are required but i might be wrong)

Yea to break someone out you need 1 bolt-cutter and you talk to the guy outside the prison and you need to stay within 50meters of the jail for about 4 or 5 minutes i think

 
you can do it, but your escapee ports straight back to prison but it is technically landing within city limits so the police can have you for that

also i've seen a few choppers loose the main rotor by landing in the prison only to then call for help from the police

the abuse i received from one certain individual was colorful but i like to think his stay in the prison at his own expense gave him a hard lesson

 
You also need a gun equipped when you talk to the NPC (and have bolt cutters in your inventory) or he'll say something like "you don't scare me".

What I'd like to know is the following: if I initiate a jailbreak and a skillful pilot picks me up and lands me in the jail (without going too far away from the npc during the transport) and then leaves me in there with a jail outfit on is that bannable? It's seriously sneaky, but is it exploiting?

You can land your chopper on the roof to cover if you want, although I got headshotted
