If I happen to break into someone's house and they are inside, spawn there or pull up to the house wile I'm taking their stuff am I allowed to shoot instantly? I feel like breaking their door down is imitating RP but I'm not sure.

I would say it depends on the situation, and you would know whether what you are doing is within the rules or not.
By that, I mean if you been in a firefight or something similiar with a person, and then follows him to his house and you raid it, and he comes back, you kinda know what you got coming if he sees you messing around in his house, but if it's just a random house, I wouldn't advise killing them before having a verbal encounter with them.
