Not stated anywhere against it in the rules. However you wouldn't need to have several accounts, since alt accounts are mainly used to troll.

I myself have an alt account, I tried to sign in to my account via steam and it turned out I never connected my steam to my forum account so the forums just made me a new account.

As stated, it is not against the rules to have an alternate account, on the forums/in-game/TS/Discord, however whilst being banned from any of these services it is against the rules to use the alternate account to circumvent your ban. This will simply result in the alternate/s also being banned and you more than likely not being welcomed back, at least for a long time.
