Right, this has been a long term dispute with my friends and myself admins told me as well different answers so i'd like to disclose this dispute with a official answer, so myself and friends dont get into any sort of punishment.

When you initiate, and someone threatens your life/friends lives as well. Example, if you pull out a gun you/all will be shot, I was told you can shoot the person straight away due to him threatening your life, and others say you must counter initiate...

Now i asked Staff as well and they as well gave me two different answers sooo yea?

So now this is here finally to disclose this and find the real answer, Can or can you not kill someone imminently if they initiate on your/friends lives

 
I mean why not? If your life is threatened you should be able to defend. You can't risk your own life just to tell someone to put their gun down or appropriate force will be used... Because they have the upper hand and they can react instantly to you initiating back to them.

In real life, let's say someone was aiming at you with their weapon out while while you are behind cover, would you tell them that you are going to shoot them if they don't place their weapons away?

Edit: Remember, the number one rule is to value your life.

Yes this is how i have been told. And i have defended myself like this many ways before and even tonight and never had any problems. I was told it was okay ages ago but i dont 100% know if it has been changed but like Lexii said they do have the upper hand etc. 

 
Me and others have always played under this : myself a bit over 2 years

If someone comes up to you, threatening your life, he gets gunned downed. No need for counter initiate even for yourself or friends! However, sometimes it gives you time to RP back, it depends on the situation itself, but as i said, neither i, or the guys ive been playing with have counter initiated on regular basis.

The other way around tho, we have ALWAYS made a gang initiation, something around the lines of  "this is >insert random gangname here<, place your hands bla bla bla you know what".

Even these days as a cop, i gun down someone makeing a clear threat to my life if i think its necessary to get out of there alive, or have a high chance to get out of there. Even if i am the first one to shoot. 97% of the time, you are stalling time for your fellow officers to be in position for the things to come tho, so it isnt that bad as it sounds.

Someone came to me cryin a while i ago "cops cant shoot first" yes we can, if my life has been threatened and i see a guy, that is 100% going to kill me if he gets the chance, why would i just sit there waiting to get shot? Common sense

personally i dont believe in "initiations" and instead i consider the consiquenses of the roleplay leading up to the hostile precautions of a rifle in your face before i shoot. To give your whole gang a copy paste response seems pretty shady/ruleplay to me....

Ask yourself this: how are YOU providing quality roleplay to the person pointing a gun at you if you dont say a word?
