The short question to this is as far as I'm aware NO. The reason for this is that the persons have no idea to take the threat seriously and it would be a huge mess on the server. Everytime that someone would want to initiate he would just drop his gear in a vehicle initiate as a hobo and leave again.
I have seen people being banned for this! So make sure when initiation to have a weapon out and aimed at the person!

I asked about this today,and apparently it is fine. We got initiated on us by unarmed guy,then armed guys came out of nowhere after few minutes and we got killed by em.
i agree with Yoco, one only time I've seen unarmed initiations be valid is if your about to be robbed/kidnapped. but if your making the first move you need to make a threat to life with a visible weapon.
I believe unarmed initiations can be valid as well if let’s say you roll to some one you have armed people on sight pointing to your target and you initiate on their behalf (the target has to see the threat), not 100 % sure but believe it’s fine if you do it like this
Well my view on this is if it isn't in the rules and doesn't come under the common sense rule then it is allowed. If someone walked up to me in rebel gear without a weapon at a place like Altis(With guns being very common) and I got initiated on, I would believe they are serious due to the clothing, however if they are completely naked then I would say it is NOT allowed because there is no threat or even any reason to think there is a threat.
