I was told that saying "PUT YOUR HANDS UP NOW OR YOU WILL BE SHOT!" was a good initiation but the rules say its bad rp so what can i say then i want to rob someone?

I would say it is bad role play. there is million ways to act differently if you want to harm/rob your target etc, and the question is would you rob someone saying that? NO of course  

for example if you want to rob someone you can say something like Hello stranger because of these circumstances we are gathering taxes from citizens of altis we have been told that the ones refusing to do so will be restrained and if refused to do that we will use force. 
On this you role played yourself as lying man who lied that he is working in a government.

To add to what@CSO Drama Lamasaid which in all fairness is very good, all you have to do is extend the role play yes your intentions may very well be "PUT YOUR HANDS UP OR YOU WILL BE SHOT" Please do not use it. Give them a story a little bit of roleplay insight or just act friendly and make it interesting if it's at least fun for the other person the experience as a whole will be better for yourself because they will be more willing to comply with your demands because of the quality of roleplay.

Ultimately you're going to have to order them to comply at some point and the threat of violence is probably going to be required. Before you get to that stage though chat with them and RP.  As long as the 1st words to leave your mouth aren't 'Put your hands up or you'll be shot', you'll be fine.

You could always be nice and instead say something like, "hello, my name is [0] and I'm here to take your money, can you please place your hands onto the back of your head
