Depends what you mean. Do you mean if one helicopter flys on top of another helicopter and sits there until the helicopter on the ground fly's up and breaks the rotors then, you will still have to initiate on them before you can open fire on them.
Best way to deal with a helicopter like that is to warning shot it. Give him a couple of sets and if he does not comply by landing or leaving. Shoot his tail/engine out.
Prefer tail as this will cause the control of the aircraft to be more difficult and may force the pilot to fly off or land.
BUT, initiation needs to be made. If he lands, talk to the guy, then initiate if you see fit. If he flies away, problem solved.
