you can buy them from the rebel outpost, I believe the motors shop in Sofia also used to sell them... worth a check

Are they a one time purchase or and can be spawned at garages? Or is it a one time use and when it's dead you need to buy  another?

They still do sell them there

@Break they cost 1.5 mill half price and they can be scrapped by police immediately

They are purchasable so they will stay in your garage.

Yeah so ifrit’s,taru’s,50 cal off-road’s  & go karts (outside the track) are scrap on sight to the police

They will most likely chase you if they see you in any of the vehicles listed above unless they're preoccupied. Also, they would have to get everyone out the vehicle and roleplay scrapping it so it's not as easy as just scrapping it.
