I am notwhitelisted

Click civ on the left, then make sure you actually select an empty civ slot, if you don't it'll try to spawn you as medic / cop

You will see a purple box on the left side of the screen. Select that box and then find a slot which has "Nobody" wrote on it. You don't need to be whitelisted in order to join, unless you want to be Medic/Police. Also for future reference search in the search bar for posts as a ridiculous amount of people asked the exact same question and it's been answered a million and a half times.
