I don't fully understand your question, so I will explain several things related to the question.
Firstly, the server is not whitelisted, so you can just join and click on a purple civ slot and play. Only NHS and Police require whitelisting.
Secondly, donating has no effects in game anymore. Previously, you would be whitelisted in game as donator and be able to purchase items half price, but that is no longer the case.

It's a now retired feature where there was a VIP area in game for people who had donated but it simply hasn't been removed from the front end of the stats page after being removed from in game.
