How to open someones backpack

So i was casually walking, and then out of nowhere a guy with a pistol tries to rob me.

Little did he know i had a gun too so i knocked him out, restrained him and then tried to give him a taste of his own medicene

But when i was trying to open his backpack to get his gun/clothes nothing would've happened.

I pressed I, windows key, and scroll wheel but nothing

Anyone can help?? It would be greatly appreciated

You need 'Advanced Weapons' licence to be able to look into peoples inventories using the Windows key 'Pat Down' option.

Until you acquire that , you're unable to 'pat down' people.
