How to get personal pictures on cars?

I really wonder how you can get personal pictur on their cars ('ve seen someone who had it on this server, they just went into the car then suddenly got a photo on the car). I thought COOL, but could not figure out how to do it. So I hope someone that know it can post a comment on how.

Did the server turn off so you cant have logos? Or is it just me messing up with the coding? xD
