How to be a bounty hunter?

I recently bought the bounty hunter licence bot how do i put people to jail and get the bounty reward?

and am i allowed to have rebel weapons?

Go to the Bounty Hunter HQ and get the gear (Clothes and weapons).

Then go around and find people who are wanted. Don't metagame them and read the name off their head though!

The PDW is used to taze people. You can then restrain them with Shift R. RP with them and if you send them to jail you get 50% of their bounty.
