How do I unlock the seize cash option?

Alright so my question is how to I steal cash from others using the "Seize cash" option. What licence do I require. I do have the rebel training licence.

EDIT: if I need a different licence how much does it cost?

That's only a police option, to steal someones money you have to either knock them out and steal their money or get them to place their hands ontop of their heads

Yeah I tried that more than once but I can't find the option to steal the money

Not really been a rebel but heard something a long time ago that you needed advance rebel license but might be completely wrong

You don’t need advanced to rob money. Knock someone out or have them place their hands up and scroll wheel until “Rob person” shows up. You might need to move yourself around them slightly as it doesn’t always show up straight away
