How do i properly use the excevator?

I've bought everything and then went into the see found a boat and everytime i press "Y" and click use on the excevator it says that i am to far away even when i am standing right next to it.

The boat wrecks are currently bugged but it's hopefully fixed soon, until then the excevator is useless and there's really nothing to do on see other than checking out ArmA III Easter eggs, you could always do clams, but it's a long run which isn't really worth it. and oh, it's illegal too.
