when i die people loot me and stuff but when other people die i cant loot them why? and how do i loot them

The only thing you can loot from dead people is their virtual inventory which is the inventory that stores food, zip ties, boltcutters etc and their weapon for a short amount of time after they've died. You cannot loot anything else.

You can only loot the black body bags, which will only include virtual inventory items. To do this, you use your left Windows Key when facing towards it, and a box will appear and allow you to loot the virtual inventory items this person was carrying.
On the plus side, you will also be able to loot any cash on the ground using the left windows key again. But will need to face the item
