In order to get a job as an ARAC worker you need go the ARAC compound located in Kavala and buy yourself a license (should be around 250k). Then you can buy the ARAC van/offroad and that's how you get started as an ARAC worker.
However take in mind being an ARAC worker is purely for roleplay. You don't get any higher paycheck or get money for repairs (unless someone wants to give it voluntarely). If you are new to the server I recommend to start off with farming peaches/apples!

For ARAC I don’t belive that is yet possible, but for Police there is a specialised flying unit known as NPAS , and for NHS there is an Air Rescue team.
