Horse Racing Event Start Timer Change

Reduce the time between races in the new horse racing feature

Detailed Suggestion:
I know it's still early doors with this feature being added today, but I think it would be nice if the start timer was reduced, maybe halved.

The Pros:
- lets more races run

The Cons:
- None?
