No, if they are destroyed, by blowing them up or dumping them in the water, it's gone, but if it is only damaged you can either repair it or you can leave it and it will be put back in your garage after restart.

Emh no. You will get a blown up vehicle back in your Garage after restart. The only way for a vehicle to disappear is for it to be scrapped (Either by Civs at the scrap yard, or by police).
