Brief Summary: 

Change Damage/Health Values to make firefights, although not the focal point of the server, 'better' and more ''fair'

Detailed Suggestion: 

It is no secret that there are accusations rolling around from all ends of the server that players are utilising third party programs to put a crosshair on their screens to aid in firefights to allow for a one hit kill if you were to shoot someone in the head. I don't think there is a way this could be proven at all so to go hand in hand with someone else's suggestion regarding the re implementation of crosshairs to make it fair for everyone, including those who do not feel the need to "cheat" by using a crosshair that's clearly not intended is to change the way killing works on server. 

I am no genius nor am I saying that my suggestion here is perfect. The actual values and the way we take this forward is entirely up to the developers but I feel that there needs to be a change because even if someone isn't using an external program to aid in their efforts to kill someone, one lucky bullet is all it takes and that's daft in my opinion. I understand that this is a roleplay server and I'm the furthest away from being the sort of person that consistently wanting gunfights but it's apart of the game and it has to be fair and you should be given a fighting chance IMO. 

My suggestion would be something along the lines of this (now again, please remember this isn't perfect just an idea):
- You Lose 25% of your Health per shot to the head. (Without armour)
- You Lose 25% of your Armour per shot to the head. 
In total, you would need to be shot in the head 4 times if you don't make use of armour and 8 shots IF you do use armour. 

- You lose 20% of your Health per shot to body. *everywhere else* (Without armour)
- You lose 15% of your Armour per shot to body. *everywhere else*
In total, you would need to be shot in the body 5 times if you don't make use of armour and 12 shots IF you do use armour. 

Now your initial opinion will be that having to shoot someone in the head that many times is abit much and my rational behind it would be that once you get shot once in the head or body (when armour is either gone or you're not making use of it) then you begin to bleed. To stop the bleeding you would have to use bandages and take something that I think should be introduced which is morphine. This essentially allows for 1 shot to kill you, if you don't bandage up and take care of yourself. 

What I have not bothered to include in the proposal is the difference it would make if you were shot by different variations of weapons (vintage pistol as opposed to a 50cal etc.), but since this is just a suggestion and the numbers aren't perfect I'll leave the numbers to the developers.  

The Pros:

- Everyone is on a fair playing field in terms of not being one shot to the head by someone using an external program using a crosshair or getting killed by some lucky individual managing to fluke a shot to the head. You at least have a fighting chance. 

The Cons:

I am not naive to think that there are not any cons to my suggestion but if I am being honest with you, I'm not entirely sure I can think of any other than the fact that it would take development time and those who are in possession of the bigger guns get the advantage. 

Does this suggestion change balance on the server?

100% This would change the balance on the server in such a good way, in my opinion. 

 
I have had some lucky and damn right fluky headshots and felt bad because it gave the other guy no chance to effect the outcome as he went down almost instantly, but i've also been hit by some suspiciously good shots Chris Kyle would be proud of, i hate that its 1 shot kill with it but i fear the majority don't and wont like headhsots being anything but 1 shot kills due to the overall nature of the server at the minute being getting the W over role-playing

 
Get rid of headshots, its not an FPS. If I want FPS cops and robbers i play APB. This is RP. When the shooting starts the RP has stopped for the most part. It doesnt need to be this way. I dont care about the "realism" of 4 shots to the head. It increases the TTK (time to kill for those who arent familiar) and thus helps the lower skilled players (those who arent using a crosshair) to have a fighting chance. 

I also want melee fights (bar fights specifically)  to be more of a thing. I am 100% in favour of this whole suggestion. This is not Counterstrike, its RP. Anything which encourages people to go back to RP is a good thing in my book. 

Also if you are shot (rather than shot at) it can open up whole new levels of RP that you may not have got to participate in when downed. It would also give medics a lot more scope to RP with people, shock, trauma etc etc. It would also (obviously) give people more chance to run away from situations they didnt want to be in rather than being screamed at by a pre-pubescent child that you "need" to let them carry you (as apparently thats what people are currently going around saying).

I think this suggestion would greatly improve RP by making guns less immediately threatening. People are quick to draw because they don't want to get caught off guard and insta-downed. If I understand correctly, we're supposed to be here to make interesting stories together, not to just take turns shooting each other.

It would also reduce the impact of gun-related RDM and cheaters, by making people harder to kill and especially with an aimbot.

EDIT: I don't think realism is an important part of the discussion, here. People don't respawn in real life; people are much more likely to endanger their lives when they know they'll respawn. There wouldn't be nearly as much of a problem with people racing to draw guns on each other if they weren't going to respawn. Turning off respawns would obviously negatively impact the server, and I think being overly concerned with realism in relation to bullet damage will, too. What matters is what's best for the server and for the RP, not what is most realistic.

I'd say it depends on the gun, the higher calibre the weapon, the higher damage it does all across the body. For example, a compact rifle should 1 hit to the head, whereas something like a standard pistol should take around 2. I think an ammo calibre feature would benefit the server in many ways as if different types of ammo like 9mm or 5.56 can be crafted as an actual item and loaded into any firearm that takes that calibre of ammo.

 
I like the concept but not the values you have suggested,

I would suggest something like:

2 headshots to kill an armoured person

1 headshot to kill an unarmoured person

And keep whatever the number of shots to kill by shooting them in the chest to whatever it is already
