If you say to someone hands up, can he immediatly kill you?

I thought if you say : hands up ,he can't kill you but if you say: hands up or you die, that he than can do it?

If you have not threatened his life, he should have no reason to kill you.
Just asking people to put hands on their heads if not enough to warrant killing them.

Saying that in Kavala I would be killed before I even got to "who".

So no, "hands up" does not warrant murder. "Hands up or I'll kill you" or something to that effect would be more acceptable. I'd still like to see RP on top, but that's your bare minimum.
