Police Channels use whispers to communicate inbetween diffrent patrol channel.

Lets say a Kavala Unit needs help by nearby West Altis Unit.

Kilo Foxtrot to Whiskey Romeo 1 needing assitance at Kavala Fuel suspect got 2 hostages and have armed friends, over.

It is used through Teamspeak and You make keybinds for each channel and one for all units.

Life mod keybinds are hard-coded unfortunately. It's just the way the mod works, the keys or key combinations are pre-defined and compiled as part of the mission file.
