Provide a one sentence summary of the bug: Vehicles fail to come out of parking, after a while spawns locals.
Provide a full description of the bug: Title and clip explain themselves. Not in the clip is after a while they come out as locals (several of them if you try to pull it out multiple times). I've had this issue at Del Perro PDM Parking, Church Parking & Hardwick parking. Shortly after this my game crashed and when I loaded back in I could then pull the car out.
