Provide a one sentence summary of the bug: NPAS 99 does not spawn in correctly or give keys.
Provide a full description of the bug: NPASS 99 stays in the state of spawning in and doesn't finish and give keys to the officer pulling it in. Trying to use the trunk tells you that the vehicle hasn't finished spawning in. However the vehicle doesn't poof like normal fail to spawns, it stays and even has the correct numberplate (seen when you finish the hotwire) and can also be stored back fine (for SGT+).
