GTA RP - How does a vehicle get impounded?

Is there a set duration of time before a vehicle gets impounded automatically? If so what is it?

I left my vehicle parked whilst fishing, only to find it disappeared after I finished and had to pay £2k which is pretty steep given the fact I bought it for £4k

Same problem here. 2k is way too high anyway for the current economy

I relogged due to a framerate issue and the vehicle that I had been using was instantly impounded (I relogged within a minute or so)
