GTA RP Fishing

Hi,

I don't understand how fishing works. I've bought a fishing rod and tried to fish, but it says you need to go to a pool or further out to sea. 

There's a guy fishing on the pier and it doesn't seem particularly RP if I can't fish off the pier too.

Is there a requirement to have a boat to fish? Is there a way to fish if you don't own and can't afford to buy a boat?

Where do I find a pool to fish?

Some of this information you'll need to find out in character, but I'll say what I think is good to say. It sounds like you're on the right track on the fishing mechanic and how it works.

You must fish in deep waters (that is some distance out from the island)
OR
Certain areas that you'll need to learn through your character (speak to people)
OR 
In fishing pools on the map (these do change)
