Give new characters a phone

What the title says. It really isn't very user friendly for a completely new player to spawn in and have no way to tweet a question, call a taxi or call the Police/NHS.

Also giving people a phone when being realesed from prison would be nice as Police/Gruppe 6 generally confiscate them before putting you in.

Splitting this up into two parts:
 

• Giving new characters a phone is good idea - no issues with that. This has now been Accepted and assigned(dev reference #281)
  

• Giving people a phone after they are released from prison is not something we are going to be implementing right now (rejected). This should be dealt with in roleplay with gruppe 6. As far as I am aware they log everything they confiscate and they have the ability to place stuff into evidence and retrieve it when necessary. If you want your legal items back you will need to speak with gruppe 6. 
  Great in theory, might not always work due to gruppe 6 going offline before your sentence is over and stuff like that. For now let's see how it goes, always able to re-evaluate in the future

We've discussed the second point further and have decided to make it so that when you get your clothes back from the counter you will now also get your phone back.
both parts of this suggestion are implemented for the next update.
