Description of what happened: CSO Patrick, PC Phil and myself where on the way to Weed processing to provide back up on the requesting unit. On the way we bumped our truck near Kavala Drug Dealer. We stepped out and went over to the Kavala Drug Dealer. Because there was some activity. As soon as we arrieved we entered the church and started to check the surroundings. I approched the boxer truck and we had zero reaction from the player inside. (Later identified as GC Jay. Because he was inactive (rule 3G) I rp'ed that he might have been injured. So, I pulled him out. Once he was pulled out, he had a big gun out. So, looking at the situation I gave him an option to put his rifle back in to his truck... I have giving him 2 OCC messages in game. (Witch was basiclly a free-gettaway-rifle-ticket.) I had all intentions looking at the situation, to let him go with his rifle (at that point). He then put his rifle in to the vehicle but got it out again as soon as he got his binoculair out and (metagamed the hobo's name? (rule 4B) looked at the hobo. He then was verry agressive towards the hobo, so I stepped in line. between Hobo and rebel. 
 
But instead of him trying to RP (witch is what we expect from this community) he rans of in to the church and start selling his stuff. When we approched him inside of the church, he says that "Someone else in here has got the key from that vehicle and if I put it in, they are gonna get inside of the truck and drive off."  For me again the same question, how with no interaction at all towards the hobo did he know that the owner was in the area? (His defence video of this situation can exclude that he metagamed (rule 4B) the owner of the vehicle.) The owner of the truck or the guy with keys jumped in and drove off.  
 
He then pulled out his rifle and fired one shot. At that point he got tased and restrained by PC Phil. He then said: "Unrestrain me or you ganna die." 2 seconds later shots where fired. (Again in his video we can exclude that he did not give the kill orde (rule 3H). I had no time to react and got shot by GC James Smith whom give me no time to comply. So, for that I'm pulling GC James Simth on a rule 3B. How is it that when I pulled GC Jay out of the vehicle, I give him 19 seconds to react and James start shooting after 2 seconds, I ask? Where is the roleplay in this??? Also within the same area DatDixyDude got killed by GC Mash. Witch is for me also a rule 3B offence towards DatDixyDude AND PC Phil not giving any of us time to comply.

Have you tried to resolve with the player before posting?: No, Before putting this report up I have spoken to several mentors and they said it's up to me. I also want to point out that this report is in no way a revenge report because I also had a previous discussion with an other GC member. (Went to there lobby and concluded that it was fail rp.) But this is a total different situation because they did, in my eyes ZERO rp even if I gave them to option to.

Please have mercy with the warning points, but obviously if necessary I understand, I just felt it's important information.

Hi there, just because I'm feeling generous I will not dish out a warning point. However, if an Admin/Moderator has banned a member, then it will be logged and therefore is no need for you to comment telling an Admin/Moderator what they already know, surely?

Please don't do something like this again, as you're breaking rule;

First off I Was not Breaking 3G as i was Experiancing Very Bad Desync at the time and Was Struggling to do much at this point
That is why i had Crashed at the Drug Dealer Due to Losing Frames and Having the Server being Unresponsive for a few moments and
Also If there ever was a time to Idle it would not be when i was Going to sell Cannabais for my own Profit
I was Then Metagamed as SGT Ice has Kindly Provided his own Eviednce of Scoll Wheeling me a few times such as 1:33 Ect

(4C) Using tilde key for anything other than identifying people who break rules

I felt you Checked the Registration then Decided to Metagame me out of your own Curitosity
Which has Become a Real Issue with the Police Force in the past Such as SGT Kevin Who Tried to Report a Gc Member and Metagamed him
You can not Metagame anyone unless they are Rules Breakers at this point in your point of veiw I had "not Broke any rules yet"
Also you have made no Effort or Attempted to Resolve anything with myself or other members in this Gang who was involved as this is the Very First Time
we have been made aware of the report and the thing with the binoculars is a known bug that when you put you gun away/down it auto pulls your bino's out.

i was talking to DatDixyDude in side befor i got kicked of was willing to comp because he ran infront of me when i was shooting at the police and as for the police i was in the area to hear jay say release me or you will die i waited a few seconds the didnt do as he said so i came to rescue him

Hello, this is the first I've heard of this and wonder why nothing was said to me in TS? I even saw you in our lobby earlier so why couldn't you come back down this time? not once was I contacted nor did I hear anything about this what so ever, I've been on TS all day, 

looking at this video though it clearly makes it look like I gave no time to comply, I only shot at the end twice and killed you, pause at 3:25, I was watching the whole thing from the roof and told Jay before he was tasered and as they were coming to the chapel that if they try anything tell them to leave the area or if they arrested him to leave him go or they will be shot, Mash heard Jay saying unrestrained me or you're going to die and Mash said it to me on coms, I couldn't exactly RP from the roof, any other situation I would RP the hell out of it but since I was over watch from the roof I couldn't do much,

I understand that you're annoyed at the level of RP but as a rebel on the roof I guess I should of given more time, to be honest I'm shocked at seeing a report against me and well, if what I did was against the rules then I guess everyone makes mistakes at some point and I'll take what's in store for me and all I can do is apologize

To GC Jay: First: Yes, I pulled you out. I walked to your left side of your body and I stated : "I'm going to do a safety procedure, witch was to restraining you."  (If you look at the video again you can even hear my tapping my keys in the background). For one reason it didn't work because you simustanialy put your rifle on the back. Because of that, that didn't worked. So, I wanted to get my taser ready. I then came in front of you and adressed you. Yes, I can confirm that your sounds where bad. But I had no intention what so ever of metagaming you... So, please don't refer to "an issue within the police force" or even refering towards an other Police member. (Also, I did not break any rule regarding the metagaming because you are allowed to identify a player when he is breaking a rule, 3G in this case. We had no movement, no sound, no reaction. It was only after the review of the video I had seen your name.)

Second: I gave you 2(!) OOC messages to RP that you didn't had a rifle. At first you understoud that and put the rifle in the truck. You, then clearly looked at the hobbo and pulled it out again. Walked into the church and telling us that "a guy with the key is in the area and that he will go away with the truck". We, in the police force need to put up a high level of RP. Can you explain to me how you knew that the owner of the vehicle was in the area? (For example with your video evidence, shurely one of your players has to have a recording.)

To GC Mash: If somebody issues compliance you need to give them time to comply, witch you did at no point at all. In the video you can see me to try and put the taser away. Once again I got shot 2 seconds after the compliance. 

To GC James Smith: I'm not telling you that you need to shout out from a roof top. But once again 'GC Jay said: "Unrestrain me or you gonna die." And exactly after he ended the phrase the first bullet dropped. You can't hear that from that distance and GC Mash cant simultaniusly tell you to open fire. Once again, this proofs that he was in broadcast in teamspreak towards your gang witch isn't allowed because he was restrained. Like I said we had prior to this event a discussion regarding an other GC-player and sorted it out that in that case it was poor RP. I also said that it was a closed situation. But why should I come back towards you about the same issue over and over again. Concluding it was fail RP once again? In my point of view this is a valid report.

And I'm asking the processing Admin (@Neo, @Steph ♥ , ...) to review the photage, real evidence, and all the comments. If the Admin in charge is willing to ban me for my part of metagaming I accept the out come of that. But once again it was NOT intentionaly, the player was idle and not responsive. I gave the player 2 ooc messages to let him RP his way out of it. He didn't even try to RP his way out of it.

If you got an issue regarding the way the Policeforce work. You are within your right to fill in a PCC-report offcourse with the providing evidence. So, our command chain can react accordingly.

@GC James Smith  : I would like to see some real defensive evidence (with about 3 miniutes before this all happend). With GC Jay telling us "Unrestrain me or your gona die" and even IF GC Mash told you to open fire, there would have been more of a delay around 2-3 seconds before you opened fire. In this case fire started after he ended his phrase. 

To the admins:
GC Jay also claimed of losing his connection. So, I went back to my recordings (minus 3 min.45 prior to our first eyes on the truck) and from that time only player Harry(2) and player Beller had a loss of connection. From the moment we got eyes on the truck: there was no activity what so ever of the driver in the truck nor was the truck moving. At that point untill I pulled him out 1min 42 sec passed by before first reaction came. Usually after 90 seconds of bad connection, my game tells me "the connection to the server is lost."

I also want to clarify that I did not metagamed this player after checking the regstration. If I had bad intentions (to metagame) why would I wait for more than 15 seconds If I realy wanted to metagame this player? Keeping in mind that there was no interaction what so ever from the player in front of me... If you look at the video, yes, you can see his name on the screen but I did not see that untill I relooked at my video nor did I even use that information against the player, why would I? And why would I even botherd to send out 2 OOC messages to this player? Also, If I was "a metagaming player" as GC Jay refers to. Wouldn't I at least checked all the other players in the video? 

He (GC Jay) also mentioned about a bugg in-game with taking the bino's out. I know that in-game issue to but untill this point I haven't seen a descent argumentation why he pulled out his rifle out of the truck again after looking at the hobo. 

I understand that this report is getting pretty long and I no longer wan't to consume extra time of the Admins team regarding this report. I will no longer react on reaction from the reported players but if needed I will be available to any admins question regarding this report.

I don't have any evidence because you never said a word with me in TS that night but you were able to come into TS earlier that day for something else, I clearly quoted what I said and what you said.

Okay, so I have reviewed the evidence here and sifted through all the comments. Action will be taken on James Smith, as there was absolutely no time for any of the police officers to react or RP before they were being shot at, and even killed.

I will also warn ICE, always try to resolve before posting. I don't want to see any more reports where established members didn't even know they were gonna get reported.

Jay, your lack of RP here is atrocious. He gives you so many chances to roleplay this, it is insane. I was seriously debating banning you aswell, as this is a roleplay server first and foremost. You clearly value your rifle more than any roleplay here. Consider this a stern warning.
