Vehicles spawn unlocked because it puts stress on the server to have them spawned locked ( I believe I read this from Wilco months ago )
Only police/NHS vehicles spawn locked.
If someone steals your vehicles from Kavala garage they are not allowed (It's still a Greenzone right?)
If someone steals a vehicle as soon as you've had it out of the garage I'd consider it exploiting the game, try and resolve with the player on teamspeak explaining they aren't allowed or just send them a message in game starting with 'OOC' informing them they aren't allowed to do that and they should bring it back.
