Is it possible to purchase a house with a built in garage to pull out vehicles?

No. You'd need to purchase one of the actual garage buildings around the map. 

I recently sold my house but I don't believe there is a 'Garage' upgrade. However, gang bases can be upgraded to have an air garage on them.

I know I’m asking about normal houses

You have to buy them separate tho the house even if it's directly beside the house. And yes you can store vehicles in the garage and you can pull out normal vehicles, Offroad, SUV, Hatchback Sport etc. But you won't be able to take out and trucks.
