Gang bases

Alright so I am wonderig if, let's say I make a gang that is only for a RP, not a rebel gang. Are they still allowed to have gang bases?  And if I make a business, am I allowed to have some sort of compound?

A Gang base can be anything. To put this in a simple manner; Having a RP focused gang like the Marmite Miners were, will only benfit you and never give you any disadvantages.
