Gang Bases

With the new map coming, I was thinking about gang bases. 

I think if a gang has a base on Altis then they should not have a base in Tanoa, but have an option to relocate their base to the new country (map)

Just as I think it would be unfair to have bases on both, or maybe not have gang bases at all on Tanoa.
