I'm pretty positive gang can have 2 gang bases at least I have seen that

i dont mean that, i mean if you make a new gang will the base transfer to your new one.

Your gang upgrades do not get transferred if you buy another gang base, however you can buy multiple gang bases. If you decide to sell your gang base, you will get a certain percentage back from the price you paid for it and the upgrades you have done. Obviously as there are many combinations of prices you can spend on it it, the sell prices are different.
