Gang Base

Greetings people... 

I would like to know, as all group members have access to the gang base, can they sell it? 

Some of my members brought to my attention that they see the option.

No they can't. Atleast rank 1 & 2 can't.

Only Rank 4 in the gang can sell the base, however anyone is free to upgrade the base (Ranks 1,2,3,4)
