22 minutes of you driving around Altis is hardly a "moment" and its not really "funny" to VMD the police.
Its not surprising that you already got banned, but what I don't understand is why you are trying to advertise your "accomplishments", which got you banned in the first place, while trying to get yourself on the good side of @Wilco and getting yourself un-banned.
In my opinion, you should read this (http://www.altislife.co.uk/rules) page, print it out, put it under the pillow and sleep on it, just be sure that the rules have sipped into your head, before getting un-banned #Justmy2cents.

Cop also breaks rp straight away when he is vdmed, yes fair enough he was vdmed but you'd think he could be able to stay in rp!
