Description of what happened: He killled officers befor in telos then there was a chase they crashed and there was a shoot off then pc Tim shot him with rubber bullets when aproching him he combat loggedoff the game.
 
What Rule Was Broken ?: Combat Logging.
 
Have you tried to resolve with the player before posting?: No.

It dosent say he left in your screenshot, when people get restrained, sometimes they dissapear! 

 
He was clearly restraint before disapairing to no where. Then after 5 minute, he came to Altheria HQ to treating the police officers on sight to let his friend go or else he will shoot the officers on sight. We quicly got him in restraint again, and again he disappeared, got evidence of that as well. Want some?

Sorry to butt in here, but there is a (fairly) common bug where when you've restrained someone and start to escort them, they become invisible on your screen. They will then stay attached to you and you wont be able to see them or interact with them. To them, it will seem like you are just running around with them, not talking to them and using them as a shield.

I've been on both ends of this bug, and since he is gone on your screenshot but nowhere does it say he disconnected, that might be what happened.
